The Palm Valley Community Association (PVCA), founded in 1948, is one of the oldest, continually operating community associations in all of North Florida. The goal of the organization is to provide a venue where the interests and views of the residents of the Palm Valley area can be freely expressed and, as appropriate, ensure that those views are shared with the larger community and with decision makers in St. Johns County government. The association’s mission is to preserve the very special quality of life that continues today in the Palm Valley community.

Key attributes of the community include:
- Semi rural environment
- Abundant natural foliage
- Significant tree canopies with tree covered roadways
- Abundance of “Old Florida” Cracker Style Architecture
- Access and visibility to Intercostal Waterway (ICW) and other outdoor recreation
- Significant open space & recreation areas
